2017 Comprehensive Plan Amendments and Update
The Mountlake Terrace City Council held a public hearing on the 2017 Comprehensive Plan amendments on December 18, 2017 with adoption on February 5, 2018. The 2018 update is planned to be completed by the end of the year. This years' amendment cycle is expected to be a minor update.
Purpose of Amendments
The purpose of considering amendments to the citywide Comprehensive Plan is to ensure the plan reflects appropriate goals and policies for the community and is consistent with state laws. Proposed amendments may address changes to the Comprehensive Plan Map or text including specific policies in the Plan and Subarea Plans.
Amendment ideas are collected over the course of the year following an update. This process is known as docketing. Most amendment and update ideas and suggestions are initiated by City officials. However, anyone may apply for a comprehensive plan amendment. An application deadline is set for each update year cycle and vary from year-to-year.
The City Council makes the final selection of docket items, or list of possible amendments, to be considered for further study and evaluation in the Comprehensive Plan update cycle. Ultimately, the City Council will decide whether to adopt changes to the Plan.

- City Council selects final docket of amendments to consider. (Docket includes any formal applications submitted by the deadline.)
- Proposals are analyzed for consistency with the Comprehensive Plan vision, goals and policies and amendment criteria
- SEPA (environmental) review on potential, cumulative, impacts of proposals
- Meetings with the Planning Commission and the City Council
- Develop draft ordinance containing the amendment proposals
- Issue public and state agency notices
- Public notification (by postings, signage, newspaper, mailings, website, social media etc.)
- Public hearing and recommendation by the Planning Commission and the City Council
- Public hearing and final decision by the City Council
- Amend zoning map and/or development code, if applicable (concurrent with amendment decision or soon thereafter)
Amendment Proposal Types
Proposed amendments to the Comprehensive Plan originate through either suggestion or by application.
Suggestions are those ideas initiated by City officials or staff. The ideas that usually work best are for things that provide a public benefit - and that are not primarily for the advantage of an individual. Suggestion amendments can and should be addressed with city (public) resources, and help implement Council goals and priorities.
The application method allows an individual or group of people to make a formal application to amend either the Comprehensive Plan text or map. This method guarantees the applicant that the proposal will be heard at public hearings by both the Planning Commission and the City Council and that a decision will be made in a timely manner. The application fee helps cover the City's costs to review, evaluate and process the proposal.
Any amendments are to be consistent with the overall Comprehensive Policy Plan and other supporting documents.
Consideration for placement on the final docket is given to:
- The item's consistency with broad goals and priorities in the public interest;
- Changing circumstances that relate to a community need; and
- Available city resources (i.e., staff time and other costs).
Placement of an idea on the final docket does not mean the Planning Commission or the City Council will ultimately agree to the proposal - only that the Planning Commission and the City Council has agreed that the proposal has
Any formal applications will be placed on the final docket, which guarantees the idea will be analyzed and considered through the public process, but this does not guarantee final approval.
Items for the 2017 Comprehensive Plan amendment process are expected to be formally docketed by mid-March 2017. Note that the City Council may decide to add amendment proposals along the way when considered very important and warranted.
Applications and Deadlines
An individual or group of people may submit an application to amend the City of Mountlake Terrace Comprehensive Plan map or text. Complete applications must be submitted by the filing deadline to be part of that years' update process.
For 2017, applications to amend the City of Mountlake Terrace Comprehensive Plan must be submitted:
- By Friday, March 3, 2017 at 4:30 p.m.
- To City of Mountlake Terrace Interim City Hall
- Located at 6100 219th Street SW, Suite 200, Mountlake Terrace
An application fee applies. Application forms are available at the Interim City Hall and online from the "City Services/Development Services" webpage.
The 2015 Major Update to the Comprehensive Plan was completed and adopted by City Council on June 15, 2015. No update was conducted in 2016. The 2017 update cycle has been initiated earlier in the 2017 calendar year to somewhat expedite the timeline for the first update since 2015.
